Easy Dynamics is seeking an experienced Contracts Manager that will support proposal activities and administration of a portfolio of contracts and subcontracts under active IDIQ, T&M/LH and Fixed Price prime contracts in accordance with Easy Dynamics’ procurement policies and procedures. They will be a strategic business partner to program stakeholders and will support change initiatives and continual enhancement of the procurement function and other supporting tasks as needed. The Contracts Manager is responsible for the full range of contract support services to include nondisclosure agreements, teaming agreements, subcontracts, and closeout. The Contracts Manager serves as the primary interface between subcontractors and the programs being supported for all subcontract related issues. The Contracts Manager will also manage activity on assigned IDIQs (e.g. GSA MAS, GSA 8(a) STARS) including reporting efforts, educating Business Develop teams, and providing guidance on proposal efforts.   The Contracts Manager will operate under the supervision of the Vice President of Contracts.
 
Responsibilities:
  • Act as the subject matter expert on assigned contracts and communicate key messages to stakeholders.
  • Manage activity on assigned IDIQs including reporting efforts, educating Business Develop teams, and providing guidance on proposal efforts.
  • Responsible for contract management functions on GSA 8a STARS 3 as named Contract Manager. Assume role as Contract Manager as additional MA-IDIQ/GWACs are awarded.
  • Support Request for Proposals/Quotes (RFP/Q), to include reviewing the RFP/Q to provide guidance to the business on the Federal Acquisition Regulations (FAR) and appropriate agency regulations.
  • Review proposal documents for compliance with solicitation instructions. Analyze significant and/or unique contract requirements, special provisions, terms, and conditions to ensure compliance with applicable laws, regulations, and corporate policies and procedures. Inform leadership of any contractual concerns in the proposal and provide recommendations for revisions.
  • Research contract regulations, terms, and conditions, particularly the Federal Acquisition Regulations (FAR) or policy to provide compliant guidance to the program and business development teams.
  • Support the review, negotiation, and coordination of terms and conditions of different types of contractual agreements — Non-Disclosure, Teaming Agreements, and Subcontract Agreements — to ensure compliance with established legal policies and standards.
  • Prepare and issue RFP/Q to subcontractors. Interface with various internal groups - program, business development, and finance to clarify and ensure that all necessary data has been included in subcontractor RFP/Q.
  • Receive subcontractors' responses to RFP/Q, and analyze responses, negotiate specifications/statements of work, price, and other contractual provisions with subcontractors to correspond with the FAR, Easy Dynamics policies and mission needs.
  • Develop and maintain follow-up status to the proposal/capture team and with subcontractors on all outstanding open subcontracts matters. Advise management of potential risk and performance impact.
  • Formulate subcontracts in full compliance with Federal Acquisition Regulations (FAR), and appropriate Agency Acquisition Regulations, and internal procurement policy and procedures guidelines.
  • Prepare and issue procurement documents and change orders.
  • Ensure compliance of managed subcontracts and consulting agreements by maintaining auditable files per Government requirements and Easy Dynamics policies and procedures
  • Perform procurement closeout actions, complete file documentation. Perform routine subcontractor due diligence activities as directed.
  • Analyze new law, regulation, and contract trends for potential impact on business goals and objectives.
  • Assist in identification, development, and implementation of new contract policies and procedures.
  • Maintain current knowledge of Easy Dynamics’ services and general knowledge of Easy Dynamics’ capabilities and major programs.
  • Support growth initiatives through knowledge sharing and acquiring relevant certifications.
  • Participate in special projects as required and performs all other position-related duties as assigned or requested.
Qualifications:
  • Bachelor’s degree with business emphasis or other concentration plus 24 semester hours of business-related courses.
  • Certified Federal Contract Manager (CFCM) designation required five+ years of previous experience with federal government contracts preferred.
  • Working knowledge of contracting concepts, applicable federal contract acquisition law and regulations, Federal Acquisition Regulations (FAR).
  • Demonstrated proficiency with fixed price, cost reimbursement, and time and material subcontracts.
  • Use of independent judgment and creativity applied to the resolution of contract issues.
  • Must have keen awareness and understanding of changing market conditions.
  • Strong computer skills and excellent working knowledge of Microsoft Office Suite Possess excellent organizational skills, ability to manage multiple projects at once, follow through and meet deadlines.
